At-Tin swears by four things — the fig, the olive, Mount Sinai and this secure city — states that man was made in the best form, and then that he is returned to the lowest, with one exception.

بِّسْمِ ٱللَّهِ ٱلرَّحْمَٰنِ ٱلرَّحِيمِ وَٱلتِّينِ وَٱلزَّيْتُونِ…لَقَدْ خَلَقْنَا ٱلْإِنسَٰنَ فِىٓ أَحْسَنِ تَقْوِيمٍۢ
Four oaths, and the statement that We created man in the best stature.
Study days 1-2
ثُمَّ رَدَدْنَٰهُ أَسْفَلَ سَٰفِلِينَ…أَلَيْسَ ٱللَّهُ بِأَحْكَمِ ٱلْحَٰكِمِينَ
Returned to the lowest of the low, save those who believed and did righteous deeds — is Allah not the most just of judges?
Study days 2-3
The exception is not belief alone but belief and righteous deeds, which is the pairing the Qur'an almost never separates.
