Al-Mumtahanah settles what a Muslim owes people on the other side of a conflict. It forbids alliance with those fighting the religion, and in the same surah forbids treating peaceable non-Muslims unjustly — the two rulings sit ten verses apart.

بِسْمِ ٱللَّهِ ٱلرَّحْمَٰنِ ٱلرَّحِيمِ يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا…ٱلْءَاخِرَ ۚ وَمَن يَتَوَلَّ فَإِنَّ ٱللَّهَ هُوَ ٱلْغَنِىُّ ٱلْحَمِيدُ
Secret messages sent to Makkah, and the good example in Ibrahim and those with him.
Study days 1-2
عَسَى ٱللَّهُ أَن يَجْعَلَ بَيْنَكُمْ وَبَيْنَ ٱلَّذِينَ عَادَيْتُم…مِنَ ٱلْءَاخِرَةِ كَمَا يَئِسَ ٱلْكُفَّارُ مِنْ أَصْحَٰبِ ٱلْقُبُورِ
Allah may yet place affection between you; be just to the peaceable — then the testing of migrating women and the pledge.
Study days 3-5
'Allah does not forbid you from those who did not fight you' is the verse most often left out when this surah is quoted, and it is the one that defines the limit.
