An Egyptian Qur'an reader, son-in-law and student of the chief reader Muhammad ibn Ahmad al-Mutawalli. Al-Mutawalli asked him to look after and teach the young Ali Muhammad al-Dabba, and left instructions that his own books should pass to al-Dabba. Al-Kutubi thus became one of al-Dabba's teachers.
